Six contracts sit on one table. Yet the moment the pens come out, one number stops every hand: the price of fuel. In 2026, e-methanol costs 1,600 to 2,400 dollars per tonne to produce and bio-methanol 900 to 1,400, against 500 to 800 for the low-sulfur fuel oil they would replace. That gap recurs every time a ship sails. Contracts can share risk, but they cannot erase the price difference itself.

## The Calculation That Made Signatures Possible

Among the green corridors that reached implementation, none closed the fuel-cost gap on goodwill. Vaasa-Umeå closed it with bio-LNG and credits from FuelEU pooling; the Australia-East Asia iron-ore route with the reduction targets BHP and Rio Tinto had publicly declared; Oslo-Rotterdam with 13 million euros from Norway's public fund Enova. Regulation paid, public commitments paid, public duty paid. The first signatory is not fixed by sector: it has always been whoever faced the larger cost of standing still.

## Split the Costs, Set the Sequence

Transition costs come in three kinds: the operating gap repeated every voyage, the vessel's capital cost and stranding risk, and shore-side infrastructure as shared foundation. Ports and fuel infrastructure fall to the public side, vessel capital to carriers and finance, with public guarantees attached to the first unproven choices. Sequence matters most. Only when the range of future fuel costs is fixed by contract does finance move, orders follow, and fuel and port investment track the confirmed demand. Long-term contracts for difference, such as a Carbon CfD, are the tool. Unlike a plain subsidy, support shrinks automatically as fuel prices fall or carbon prices rise.

## Carbon Costs Paid Must Return as Transition

Bringing shipping into the EU ETS is estimated to yield member states about 7.7 billion euros in extra revenue, yet only France and Estonia have earmarked it explicitly for shipping's transition. Korea's disconnect runs deeper: allowance costs flow out with no channel to return them to domestic vessels and fuel infrastructure, so the country pays regulatory and transition costs twice over. The structure should return money in proportion to transition, not to emissions. What Korea needs is not exemption from regulation but a return path for carbon costs.

## Closing

What Korean shipping lacked was neither will nor technology, but momentum, a configuration in which moving first is more rational than waiting. Tilting that ground and absorbing the first risk is the state's part. The moment the configuration exists, waiting is no longer a strategy and transition is no longer a sacrifice.

실현 단계에 든 녹색항로 중 선의로 연료비 차이를 메운 곳은 없었다. 바사~우메오는 바이오LNG와 FuelEU 풀링의 크레딧으로, 호주~동아시아 철광석 항로는 BHP·리오틴토가 공언한 감축목표로, 오슬로~로테르담은 노르웨이 공적기금 에노바의 1,300만 유로로 메웠다. 규제가, 공개한 약속이, 공적 책무가 지불했다. 첫 서명자는 업종으로 정해지지 않는다. 언제나 움직이지 않을 때의 비용이 더 큰 자였다.

## 비용은 나누고, 순서는 세운다

전환 비용은 성격이 다른 셋이다. 항차마다 반복되는 운항비 격차, 선박 투자비와 좌초 위험, 그리고 공용 기반인 육상 인프라. 항만·연료 인프라는 공공이, 선박 자본은 선사와 금융이 맡되 검증 안 된 첫 선택에는 공적 보증이 붙어야 한다. 다만 순서가 중요하다. 미래 연료비의 범위를 계약으로 고정해야 금융이 움직이고 발주가 나오며 그 수요를 따라 연료·항만 투자가 시작된다. 탄소차액계약(CCfD) 같은 장기 차액보전이 그 도구다. 연료값이 내리거나 탄소가격이 오르면 지원이 자동으로 줄어든다는 점에서 단순 보조금과 다르다.

## 지불한 탄소비용은 전환으로 돌아와야 한다

EU ETS의 해운 편입으로 회원국에 돌아갈 추가 수입은 약 77억 유로로 추산되지만, 해운 전환에 명시 배정한 나라는 프랑스·에스토니아 정도다. 한국은 더 심하다. 배출권 비용은 나가는데 국내 선박과 연료 인프라로 되돌릴 통로가 없어 규제비용과 전환비용을 이중으로 낸다. 배출한 만큼이 아니라 전환한 만큼 돌려받는 구조여야 한다. 필요한 것은 규제의 면제가 아니라 탄소비용의 귀환 경로다.

## 맺음말

한국에 부족했던 것은 의지도 기술도 아닌 형세였다. 먼저 움직이는 편이 기다리는 편보다 합리적인 형세. 그 판을 기울이고 첫 위험을 떠안는 일은 국가의 몫이다. 형세가 만들어지는 순간 기다림은 더 이상 전략이 아니고, 전환은 더 이상 희생이 아니다.

A heavy stone on flat ground will not budge however hard you push, but set it on a slope and its own weight becomes momentum. Force comes not only from the stone but from where the stone sits. The players in Korean shipping are each a world-class heavy stone, yet they lie scattered on flat ground and none rolls first, because waiting is the most rational choice for every one of them.

## Different Clocks

Carriers defer orders because no fuel standard is settled; ports defer investment because they cannot know how many such ships will call; finance stalls for want of contracts; shippers will not commit for want of capacity. Each is rational, and the rationalities lock together until the industry stops. The clocks differ: a ship lives 25 years, a government plan runs five, an official's term three, a loan seven. Decarbonization gives these clocks a shared timetable for the first time. Regulation is a cost, but it is also the condition that tilts scattered timeframes in one direction.

## Connection Is Not Collaboration

Connection is not a committee or a declaration; it is designing each party's commitment so that it removes another's risk. The six agreements covering cargo, fuel, port, finance, ordering, and technology must take effect together once a common precondition is met, rather than one after another, with actual investment executed on each party's own schedule. On the Australia-East Asia iron-ore route, BHP, Fortescue, and MOL chartered ammonia-fueled vessels and a fuel supply chain formed on top of those signatures. On the South Africa-Europe route, Anglo American, CMB.TECH, the Port of Saldanha, and Engie sit at one table preparing green-ammonia sailings for 2029.

## The State as Structure Designer, Not Sponsor

Korean policy has pushed the stone instead of tilting the ground. Newbuild subsidies lower the entry threshold, but the 25-year risks of fuel cost, regulatory cost, and residual value remain untouched. Only the state has the authority to align the preconditions across all six agreements.

## The First Ship Sets a Benchmark, Not an Answer

The green shipping corridor is where that structure can be placed. Only with a first voyage do fuel consumption, regulatory cost, shippers' willingness to pay, and port utilization turn from assumptions into data. The Busan-Seattle route targets a 2027 pilot, but long-term cargo contracts and funding for the fuel price gap remain blank. One question remains: who signs first?

선사는 연료 표준을 몰라 발주를 미루고, 항만은 배가 몇 척 올지 몰라 투자를 미루며, 금융은 계약이 없어 멈추고, 화주는 선복이 없어 약속하지 않는다. 각자 합리적이지만 그 합리가 맞물려 산업이 멈췄다. 시계가 다르기 때문이다. 배는 25년을 사는데 정부 계획은 5년, 담당자 임기는 3년, 대출은 7년이다. 탈탄소는 이 서로 다른 시계에 처음으로 공동의 시간표를 준다. 규제는 비용이자 동시에 흩어진 시간을 한 방향으로 기울이는 조건이다.

## 연결은 협업이 아니다

연결은 회의체나 선언문이 아니라, 각자의 약속이 다른 주체의 위험을 덜도록 설계하는 일이다. 화물·연료·항만·금융·발주·기술 여섯 약정이 차례로가 아니라 공통의 선행조건이 충족될 때 동시에 발효되고, 실제 투자는 각자 일정대로 순차 집행돼야 한다. 호주-동아시아 철광석 항로에선 BHP·포테스큐·MOL이 암모니아선을 용선하고 그 위에서 연료 공급망이 만들어졌다. 남아공-유럽 항로에선 앵글로아메리칸·CMB.TECH·살단하항·엔지가 한 테이블에 앉아 2029년 그린암모니아 운항을 준비한다.

## 국가는 지원자가 아니라 구조 설계자다

지금까지 한국 정책은 자리를 기울이는 대신 돌을 밀었다. 선가 보조는 진입 문턱을 낮추지만 25년의 연료비·규제비용·잔존가치 위험은 그대로 남는다. 국가만이 여섯 약정의 선행조건을 정렬할 권한을 갖는다.

## 첫 배는 답이 아니라 기준을 만든다

녹색해운항로가 그 판이다. 첫 항차가 있어야 연료 소비량, 규제비용, 화주의 지불 의사, 항만 가동률이 가정에서 데이터로 바뀐다. 부산~시애틀 항로는 2027년 시범운영을 향하지만, 장기 화물계약과 연료 가격격차 보전은 아직 비어 있다. 남은 질문은 하나다. 첫 서명은 누가 할 것인가.

Sun Tzu's Art of War runs to 13 chapters and some 6,000 characters. The text sets out principles; the interpretation is completed on each reader's own battlefield. This series, as it happens, also runs to 13. If the first ten mapped the battlefield, the remaining three are the strategy. Korean shipping is losing ground on four fronts at once: cost competitiveness, access to contracts, the ordering ecosystem, and control of the maritime supply chain. But strategy is not the art of fighting everywhere; it is the art of choosing where to fight. The decisive front is not where the battle happens but where it can be won.

## Cost: Waiting Is Not Defeat

A twenty-year-old ship pays more carbon cost every voyage. The answer is said to be a new ship, but is signing today the winning move? An owner checks four things: the rules (the IMO Net-Zero Framework enters force in 2028 at the earliest), the engine (the world's first ammonia-fueled vessel was named in March 2026, hydrogen demos await 2028), the route (the Busan and Ulsan to Seattle trans-Pacific green corridor), and the ordering structure (Korea Marine Transport and HMM ordering at HD Hyundai, plus a joint-ordering declaration). Even a contract signed now delivers after 2028, so all four align on one timeline. But for the wait to count as strategy, fuel-efficient ships must be placed on European routes, FuelEU pooling used, and the retirement order of old ships fixed in advance.

## Contracts: The Qualifications Exist, the Structure Doesn't

The second tender by the shipper coalition ZEMBA required three-to-five-year capacity, e-fuels delivering about 90% well-to-wake reduction, and third-party-verified emissions data. Korea has export shippers under Scope 3 pressure, yards building methanol and ammonia vessels, a trans-Pacific green corridor, and HMM, Pan Ocean, Hyundai Glovis, and POSCO Flow already named in the Korea-Australia study. What is missing is the structure to bind them into one long-term contract.

## Ordering: Standards Are Made at Sea

Korea builds over 90% of LNG carriers, yet France's GTT holds the cargo-containment standard, draining 7.4 trillion won in royalties over 30 years. As the twenty-year run from KC-1 to KC-2 shows, a standard is completed not on a drawing but through operating records. When domestically ordered ships carry domestic cargo, the experience accumulates in one place.

## Control: Win First, Then Fight

Hubs (overseas terminals down from 12 to 7, with 10 targeted by 2030), capacity (a strategic merchant fleet growing from 88 to 200 vessels), and ports (Ulsan, the first port worldwide to have supplied LNG, methanol, and ammonia alike). This foundation underpins the other three fronts. What remains is to restore the broken links.

## 비용: 유예는 패배가 아니다

스무 살 배는 항차마다 탄소비가 는다. 답은 새 배뿐이라지만, 지금 서명하는 게 이기는 수인가. 선주는 규칙(IMO 넷제로는 빨라야 2028년 발효), 엔진(암모니아선은 2026년 3월 세계 첫 명명, 수소는 2028년 실증), 항로(부산·울산~시애틀 태평양 녹색항로), 발주 구조(고려해운·HMM의 HD현대 발주, 공동발주 선언)를 확인한다. 지금 계약해도 인도는 2028년 이후라 네 조건이 한 시간축에 모인다. 다만 유예가 전략이 되려면 연비 좋은 배의 유럽 배치, FuelEU 풀링, 노후선 퇴출 순서를 미리 정해야 한다.

## 계약: 자격은 있고 구조가 없다

화주연합 ZEMBA 2차 입찰은 3~5년 선복, 전과정 90% 감축 e-연료, 제3자 검증 데이터를 자격으로 걸었다. 한국엔 스코프3 압박을 받는 수출화주도, 메탄올·암모니아선을 짓는 야드도, 태평양 녹색항로도, 한-호주 연구에 이름을 올린 HMM·팬오션·현대글로비스·포스코플로우도 있다. 없는 건 이들을 하나의 장기계약으로 묶는 구조다.

## 발주: 표준은 실선에서 나온다

LNG선의 90%를 짓고도 화물창 표준은 GTT가 쥐어 30년간 로열티 7조4000억 원이 빠져나갔다. KC-1에서 KC-2로 이어진 20년의 도전이 보여주듯 표준은 도면이 아니라 운항 실적으로 완성된다. 국내 발주선이 국내 화물을 싣고 돌 때 경험이 한곳에 쌓인다.

## 통제력: 먼저 이겨 놓고 싸운다

거점(해외 터미널 12곳에서 7곳, 2030년까지 10곳 확보), 선복(전략상선대 88척에서 200척), 항만(울산은 LNG·메탄올·암모니아를 모두 공급한 세계 첫 항만). 이 기반이 나머지 세 전장을 떠받친다. 남은 일은 끊어진 연결고리를 복원하는 것이다.

Korean shipping is not an industry collapsing today, which is exactly why the problem is hard to see. The ships are still at sea and Korea ranks around fourth in fleet capacity. But the ships afloat today are past decisions, and the rules for judging them are changing. Korea ranks fifth in next-generation fuel vessels owned (10.11 million DWT) but slips to ninth in the order backlog (2.89 million DWT). Today's ranking is a legacy of past orders; today's weak ordering is tomorrow's position for the next 25 years.

## The Ability to Compete While Bearing the Cost

Old ships were long the "cheap fleet." When the rules change, so does the math. As the EU ETS phase-in rises from 70% to 100%, the same ship on the same route sees its carbon bill jump 43% in a single year. For one Busan-Rotterdam voyage, carbon regulatory costs rise from about 1.11 million euros in 2025 to about 1.96 million in 2030, a factor of 1.8. Because the charge is calculated from fuel burn, Korea's older fleet sits at the center of that shift. It stays invisible in a boom, but once freight rates touch break-even, the gap shows.

## The Right to Bid for Low-Carbon Contracts

Shippers now look not only at the rate but at which ship carries the cargo. The second tender by ZEMBA, the shipper coalition including Amazon and IKEA, went to Hapag-Lloyd with e-methanol vessels and Norway's NCL with e-ammonia. Long-term contracts underpin newbuild orders and financing, so carbon competitiveness has become the threshold to a contract. Korea has little presence on the fast-growing US East Coast, South America, and Mediterranean routes; HMM was left out of Gemini, and its Premier Alliance holds just 16.7% on Asia-Europe.

## The Ordering Ecosystem That Sustains Shipbuilding

A domestic carrier's order is not just work for a yard but a chance to prove new fuels at sea. Maersk builds methanol ships with HD Hyundai and fuels them from the e-methanol plant at Kassø in Denmark. Korea has the technology but no test bed of its own to sail those ships first. It builds them best yet is not the first to use them.

## The Power to Control the Maritime Supply Chain

Korean stakes in overseas container terminals stand at seven, still short of the twelve held before Hanjin's collapse, and the national-flag share of LNG carriage was 34.5% in 2024. During the 2026 Hormuz crisis, foreign carriers would not load crude bound for Korea. All four losses flow from one structure: Korea cannot carry what it eats, uses, and exports on Korean ships.

노후선은 오래 '싼 선대'였다. 규칙이 바뀌자 계산도 바뀐다. EU ETS 적용률이 70%에서 100%로 오르며 배도 항로도 그대로인데 탄소비가 1년 새 43% 뛴다. 부산~로테르담 항차 기준 탄소 규제 비용은 2025년 약 111만 유로에서 2030년 약 196만 유로로 1.8배가 된다. 탄소비는 연료 소비량으로 계산되니, 선령 높은 한국 선대가 그 한가운데 있다. 호황엔 안 보이지만 운임이 손익분기점에 닿으면 차이가 드러난다.

## 저탄소 계약에 접근할 자격

이제 화주는 운임뿐 아니라 어떤 배가 싣는지를 본다. 아마존·이케아가 참여한 화주연합 ZEMBA의 2차 입찰은 e-메탄올을 내건 하파크로이드와 e-암모니아를 준비한 NCL이 가져갔다. 장기계약은 신조 발주와 금융의 기반이라, 탄소 경쟁력이 계약의 문턱이 된 것이다. 한국은 급성장한 미주 동안·남미·지중해 항로에서 존재감이 미미하고, 제미나이에서 HMM은 제외됐으며 프리미어의 아시아-유럽 점유율은 16.7%에 그친다.

## 조선을 떠받칠 발주 생태계

자국 선사의 발주는 일감이 아니라 새 연료를 시험할 실증 기회다. 머스크는 HD현대와 메탄올선을 짓고 덴마크 카소의 e-메탄올 공장에서 연료를 받는다. 한국은 기술이 있어도 그 배를 가장 먼저 몰아볼 시험대가 없다. 가장 잘 만들면서 가장 먼저 써보지는 못하는 역설이다.

## 해상 공급망을 통제할 힘

해외 컨테이너 터미널 지분은 7개로 한진해운 파산 전 12개를 회복하지 못했고, 2024년 LNG 국적선 적취율은 34.5%다. 2026년 호르무즈 사태 때 외국 선사는 한국행 원유를 싣지 않았다. 네 가지 손실은 하나의 구조에서 나온다. 한국이 먹고 쓰고 수출하는 것을 한국 배로 싣지 못한다는 구조다.

To continue the exam analogy from 2-2: now it is not just the passing line that rises, but an age limit on candidates and a rewritten syllabus. The country that builds the best ships is being erased from the map of the routes those ships will sail. This installment is about the two walls that have stacked up as a result.

## The First Wall: An Aging Fleet

Korea's controlled fleet averages 22.3 years, six years older than Japan's and seven older than China's. What matters more than age, though, is the CII grade. Of 684 national ships, 34.2% already sit at the lowest D or E grades (89.4% of car carriers, 44.0% of bulkers). The bar tightens yearly: in a Korean Register simulation, one bulker slides from C in 2026 to E by 2028. Low-grade ships burn more fuel, cost more to maintain, and lose freight, while low-carbon, high-efficiency vessels command 15 to 20% higher rates. The Korea Shipping Association reckons 605 ships must be replaced with green vessels by 2030, yet only 55 are on order, and building all 605 would cost 49 to 55 trillion won.

## The Second Wall: Infrastructure

Old sea routes were set by geography; in the decarbonization era, routes are set by the ports that can supply green fuel. Those lines are the green shipping corridors. Of 84 conceived worldwide, only four are actually operating, and none of the routes Korea is studying have launched. Korea's logistics funnel almost entirely through five ports: Busan, Ulsan, Gwangyang, Incheon, and Pyeongtaek. Busan leads as the Korean end of the Korea-US corridor, and Ulsan ran the world's first methanol and ammonia bunkering demos, yet no port has reached regular commercial supply. Meanwhile Singapore sold 1.38 million tonnes of alternative fuel in 2025, and Chinese ports such as Shanghai and Dalian are supplying green methanol and ammonia one after another.

## Able to Build, Unable to Send

Ports wait for ships, carriers wait for a fuel supply chain, shippers wait for routes. The caution meant to reduce risk repeats across the industry at once, so neither demand nor supply forms. Old ships must be replaced, new ships must choose a fuel, the fuel needs a port, and the port needs visible ship demand. While each waits for the other, the regulatory bar rises and the fleet keeps aging. Caution has stacked up not as stability but as stagnation, and that stagnation is now the bigger risk.

한국 지배선대 평균 선령은 22.3년으로 일본보다 6년, 중국보다 7년 많다. 단순 연식보다 중요한 건 CII 등급이다. 국적선 684척 중 최하위 D·E가 이미 34.2%(자동차운반선 89.4%, 벌크선 44.0%)다. 기준은 매년 조여져, 한국선급 시뮬레이션에선 한 벌크선이 2026년 C에서 2028년 E로 미끄러진다. 등급이 낮은 배는 연료·정비비가 늘고 운임에서 밀리는 반면, 저탄소·고효율선은 15~20% 높은 운임을 받는다. 해운협회는 2030년까지 친환경으로 바꿔야 할 선박이 605척인데 발주는 55척뿐이고, 전부 신조하면 49~55조 원이 든다고 본다.

## 두 번째 벽: 인프라

옛 뱃길은 지리가 정했지만, 탈탄소 시대의 항로는 친환경 연료를 채울 항만이 정한다. 그 길이 녹색해운항로다. 전 세계 84개가 구상됐지만 실제 운항은 4개뿐이고, 한국이 검토하는 항로도 아직 운항이 없다. 한국 물류는 부산·울산·광양·인천·평택의 다섯 항만에 사실상 다 몰린다. 부산은 한미 항로 출발점으로 앞서고, 울산은 세계 최초로 메탄올·암모니아 벙커링을 실증했지만, 정기·상업 공급 단계인 항만은 아직 없다. 그사이 싱가포르는 2025년 대체연료 138만t을 팔며 앞섰고, 중국은 상하이·다롄 등에서 그린 메탄올·암모니아를 잇따라 공급한다.

## 만들 수 있지만 보낼 수 없다

항만은 선박을, 선사는 연료 공급망을, 화주는 항로를 기다린다. 위험을 줄이려는 신중함이 동시에 반복되며 수요도 공급도 만들어지지 않는다. 노후선은 새 배로 바꿔야 하고, 새 배는 연료를, 연료는 항만을, 항만은 선박 수요를 기다린다. 서로를 기다리는 동안 규제선은 높아지고 선령은 차오른다. 신중함은 안정이 아니라 정체로 쌓였고, 정체는 이제 더 큰 위험이다.

What is wrong when a policy that spends 100% of its budget finishes last in the market? That is Korea's green-ship subsidy. Execution hit 100% every year, yet Korea's next-generation fuel share of the order backlog was 24.4%, dead last among the top ten nations.

## An Order Is a 25-Year Bet

A next-generation fuel vessel costs well over 100 million dollars and, once built, sails 25 years or more. A carrier ordering one today is betting all at once on 2050 fuel prices, 2040 port infrastructure, 2035 shipper demand, and the risk of a stranded asset. Korea's subsidy covers up to 10% of the build cost, but methanol ships run 8 to 12% more and ammonia ships 15 to 20% more, so it barely offsets the price premium. What blocks orders is risk, not price, yet the policy only cut the price.

## Japan, China, and Europe Share the Risk

Japan redefined shipbuilding as an economic-security industry. Its December 2025 roadmap doubles building capacity by 2035 with a public-private trillion yen, and packages like Alaska LNG bundle cargo, construction, shipping, and finance into a single contract. In China, state-owned shipbuilder CSSC and carrier COSCO sit inside one decision system; Beijing is growing Shanghai into a green-shipping hub while leasing firms lend 90 to 95% of a ship's price. The ripple already reached Korea: HMM refuels in Shanghai, and Chinese money funded 31% of Korea's ship finance last year, up from 5% in 2022. Europe used the EU ETS and FuelEU to fix the future cost of fossil fuel in law, clearing away the uncertainty, and Maersk moved on top of that. It then went further, tying shipbuilding, shipping, and energy together in a June 2026 Maritime Industrial Strategy.

## The Answer Is Connection

Three methods, one conclusion: spreading the 25-year risk of an order across the state, shippers, and the fuel supply chain. Korea has no such connection. It builds the world's most advanced green ships, but most of them are not its own. It exports shipbuilding and imports shipping. The subsidy only cuts price, while shipbuilding, shipping, shippers, and infrastructure each calculate alone.

## Korea Is Only Now Stirring

The fisheries ministry has moved to Busan, the green-ship budget has grown, Busan demonstrated methanol bunkering, and Ulsan pulled off the world's first commercial ammonia bunkering in April. But the questions remain: does that budget share the 25-year risk, or still just cut the price? Korea has only now begun to think about connection.

## 발주는 25년짜리 베팅이다

차세대 연료선 한 척은 1억 달러를 넘고, 한번 지으면 25년 이상 운항한다. 선사는 2050년 연료값, 2040년 항만 인프라, 2035년 화주 요구, 좌초자산 위험까지 한꺼번에 거는 셈이다. 한국 보조금은 건조비의 최대 10%를 대주지만, 메탄올선은 8~12%, 암모니아선은 15~20% 더 비싸 프리미엄만 겨우 상쇄할 뿐이다. 발주를 막는 건 가격이 아니라 위험인데, 정책은 가격만 깎았다.

## 일본·중국·유럽은 위험을 나눈다

일본은 조선을 경제안보 산업으로 재정의했다. 2025년 12월 로드맵으로 2035년까지 건조능력을 두 배로 늘리며 민관 1조 엔을 투입하고, 알래스카 LNG처럼 화물·건조·운송·금융을 한 계약으로 묶는다. 중국은 국유 조선(CSSC)과 해운(COSCO)이 한 의사결정 안에 있다. 상하이를 그린 시핑 허브로 키우고 리스사는 선가의 90~95%를 빌려준다. 그 여파로 HMM은 상하이에서 연료를 채우고, 한국 선박금융의 31%가 중국 자금이다(2022년엔 5%). 유럽은 EU ETS·FuelEU로 화석연료의 미래 비용을 법으로 못 박아 불확실성을 걷어냈고, 그 위에서 머스크가 움직였다. 나아가 2026년 6월 해양산업전략으로 조선·해운·에너지를 한데 묶었다.

## 결론은 '연결'

방식은 셋이지만 결론은 하나, 발주의 25년 위험을 국가·화주·연료 공급사슬이 나눠 지는 연결이다. 한국엔 그 연결이 없다. 세계 최고의 친환경 선박을 짓지만 그 배 대부분은 우리 것이 아니다. 조선은 수출하고 해운은 수입한다. 보조금은 가격만 깎고, 조선·해운·화주·인프라는 각자 계산한다.

## 한국도 막 움직인다

해수부가 부산으로 옮겼고, 친환경 선박 예산이 늘었으며, 부산항은 메탄올 벙커링을, 울산항은 세계 최초 암모니아 상업 벙커링을 해냈다. 다만 물어야 한다. 그 예산은 25년 위험을 나누는가, 여전히 값만 깎는가. 한국은 이제야 연결을 고민하기 시작했다.

This year the National Assembly passed two shipping special laws: a Green Shipping Corridor act in March and an Arctic Route act in May. Both address shipping, both are anchored in Busan, and both mandate a national five-year plan. The issue is not that there are two laws, but that it is unclear whether the two see the same future.

## One Law Asks the Fuel, the Other the Route

The green-corridor law aims at shipping decarbonization: changing fuel, building port infrastructure, joining international networks. The Arctic-route law aims at supply-chain diversification and logistics competitiveness: a shorter, faster route. One talks fuel, the other talks route, and neither explains the other. The timelines diverge too: the Arctic pilot starts this September, the green corridor in 2027. The fast route leaves before the clean one, because the Arctic route only needs a polar certificate on existing ships, while the green corridor must build, all at once, a system that does not yet exist.

## Not Promotion but Transition

Korea has succeeded at industrial promotion, but that system divides domains: shipbuilding is shipbuilding, shipping is shipping, energy is energy, each with its own law, budget, and plan. That worked in the industrial era, but the climate crisis, supply-chain reshaping, and energy security all cross industry lines. Transition connects those domains, treating ship, fuel, route, and port not as separate industries but as parts of one system, and asking not how each grows but how they work together.

## Everyone Was Talking Systems

The fisheries ministry talks of a shipping-logistics system, Busan of a marine-city platform, industry of a value chain, the climate camp of carbon transition. All speak of a future, yet none of it connects into a single picture. What is needed is not another special law but a transition system that moves route and fuel in one direction. It starts with a common standard: requiring zero-carbon fuel on September's Arctic pilot is unrealistic, but measuring that voyage's emissions is not, and the moment that data is judged against the 2027 green-corridor pilot by the same metric, the two policies meet in one framework.

## The Question Must Change

The green corridor and the Arctic route are not different policies but one transition strategy to raise the resilience and sustainability of Korean shipping. Korea is the only country to legislate both routes at once, and the only one able to build the ships both need. The question to ask now is not which industry to grow, but which transition system to build.

## 연료를 묻는 법, 항로를 묻는 법

녹색항로법은 해운 탈탄소를 목표로 연료 전환과 항만 인프라, 국제 네트워크를 말한다. 북극항로법은 공급망 다변화와 물류 경쟁력, 더 짧고 빠른 항로를 말한다. 하나는 연료를, 다른 하나는 항로를 이야기하면서 서로를 설명하지 않는다. 일정도 갈린다. 북극항로 시범운항은 올 9월, 녹색항로는 2027년이다. 깨끗한 항로보다 빠른 항로가 먼저 출발한다. 북극항로는 기존 선박에 극지증서만 받으면 되지만, 녹색항로는 아직 없는 체계를 통째로 만들어야 하기 때문이다.

## 육성이 아니라 전환

한국은 산업 육성에 성공한 나라다. 그러나 육성 시스템은 영역을 나눈다. 조선은 조선, 해운은 해운, 에너지는 에너지로 각각 법·예산·계획을 둔다. 산업화 시대엔 유효했지만, 기후위기·공급망 재편·에너지 안보는 산업 경계를 넘는 문제다. 전환은 이 영역들을 연결한다. 선박·연료·항로·항만을 별개 산업이 아니라 하나의 시스템으로 보고, 각각의 성장이 아니라 함께 작동하는 방식을 묻는다.

## 모두가 시스템을 말했지만

해수부는 해운물류 시스템을, 부산시는 해양도시 플랫폼을, 산업계는 가치사슬을, 기후진영은 탄소 전환을 말한다. 모두 미래를 말하지만 하나의 그림으로 연결되지 않는다. 필요한 건 또 하나의 특별법이 아니라, 항로와 연료를 한 방향으로 움직이는 전환 시스템이다. 시작은 공통 기준이다. 9월 북극항로 항차에 무탄소 연료를 요구하긴 어려워도 그 배출은 측정할 수 있고, 이를 2027년 녹색항로 데이터와 같은 지표로 비교하는 순간 두 정책은 한 평가 체계에서 만난다.

## 질문을 바꿔야 한다

녹색항로와 북극항로는 다른 정책이 아니라, 한국 해운의 회복력과 지속가능성을 높이는 하나의 전환 전략이다. 두 항로를 동시에 법제화하고, 두 항로에 필요한 배를 모두 지을 수 있는 나라는 한국뿐이다. 이제 물어야 할 것은 어떤 산업을 키울까가 아니라, 어떤 전환 시스템을 만들까이다.

## EU ETS: Putting a Price on Emissions

In 2024 the EU folded shipping into its Emissions Trading System (ETS). It applies to any ship of 5,000 GT and up that calls at an EU port, regardless of flag, so an HMM vessel sailing from Busan into Rotterdam is covered. Intra-EU voyages count for 100% of emissions, EU to non-EU voyages for 50%, and carriers must buy and surrender allowances accordingly. After a phase-in of 40% in 2024 and 70% in 2025, full coverage begins in 2026, now including methane and nitrous oxide. The analytics firm OceanScore estimates that under full coverage, Asian carriers could face about €1.5 billion a year (1.2 million tonnes for Korea).

## FuelEU Maritime: Regulating the Fuel Itself

Same EU-port trigger, different focus. Rather than total emissions, it caps the greenhouse-gas intensity of the fuel (emissions per MJ). Slow steaming therefore does nothing for the score; only changing the fuel does. It also uses a Well-to-Wake basis, counting the whole chain from production to use, so even LNG, with its methane slip, is penalized. The required cut steepens from 2% in 2025 to 80% by 2050 against a 2020 baseline.

## IMO NZF: A European Experiment Going Global

The IMO is preparing its own Net-Zero Framework, combining a fuel standard (GFI) with economic measures: charge high-emitting ships and reward vessels running zero or near-zero fuels such as e-methanol and e-ammonia. Once in force, it would cover everything from a Busan-to-LA container ship to a Brazil-to-Qingdao bulker. But members remain split over who pays, with the US and oil producers on one side and the EU and island states on the other, and MEPC 84 reached no agreement. December's ES.2 is the watershed.

## Beyond the Ship, to the Port

The rules ultimately point to one question: where do you refuel? From 2030 FuelEU mandates shore power (OPS) for ships berthed at major EU ports, which only helps if that electricity is renewable. Pacific Environment argues Korea could pair Busan and Gwangyang with offshore wind to become an energy hub that absorbs otherwise-curtailed renewables. Portsmouth and Yokohama are already moving; Korea still has no integrated strategy.

## FuelEU Maritime: 연료를 직접 규제

같은 EU 항만 기준이지만 초점이 다르다. 배출 총량이 아니라 연료의 온실가스 집약도(MJ당 배출)에 상한을 둔다. 그래서 감속으로는 점수가 오르지 않고 연료 자체를 바꿔야 한다. 게다가 생산부터 사용까지 따지는 Well-to-Wake 방식이라 메탄 누출이 큰 LNG도 불리하다. 감축률은 2020년 대비 2025년 2%에서 2050년 80%로 가팔라진다.

## IMO NZF: 유럽의 실험, 세계 표준으로

IMO도 연료 기준(GFI)과 경제적 조치를 합친 '넷제로 프레임워크'를 준비 중이다. 고배출선에 부담금을 걷어 e-메탄올·암모니아 같은 무탄소 연료선에 보상하는 방식이다. 시행되면 부산발 LA행, 브라질발 칭다오행까지 전 세계가 대상이다. 다만 비용 분담을 두고 미국·산유국과 EU·도서국이 맞서 MEPC 84에서도 합의에 이르지 못했고, 12월 ES.2가 분수령이다.

## 선박을 넘어 항만으로

규제는 결국 '연료를 어디서 채우나'로 향한다. FuelEU는 2030년부터 주요 EU 항만 정박 시 육상전원(OPS) 사용을 의무화하는데, 그 전기가 재생에너지여야 의미가 있다. Pacific Environment는 한국이 부산·광양항과 해상풍력을 묶어 버려지는 재생에너지를 흡수하는 에너지 허브로 갈 수 있다고 본다. 포츠머스·요코하마는 이미 움직이지만, 한국은 아직 통합 전략이 없다.

[탈탄소 여정, 흔들리는 한국 해운] 7/13. 더 심해질 규제

In an exam where the passing line rises every year, the same score earns a lower grade. Like a student who, rather than studying harder, just polishes the format of the answers, Korean shipping's first move against IMO carbon rules was not a new ship but a slow one.

## The First Answer: Going Slow

Facing EEXI and CII, Korean carriers reached for slow steaming and engine and shaft power limitation (EPL, ShaPoLi). Cut engine power, and fuel use and emissions fall, meeting the standards without a new ship. In a Korean Register analysis, trimming a vessel's speed by just 6.6% cut CO2 by 13.4% and improved its CII by 11.1%. Clearing the passing line with no capital, it was a very attractive answer in the short term.

## But Rewriting the Answer Sheet Has Limits

A slower ship, though, breaks schedule reliability. Global container on-time arrival fell from about 80% in 2019 to 50 to 55% in 2024. Even in CII's first grades, about 22% of 24,653 ships were already below the line, and on Clarksons' projection the D and E share climbs from 32% in 2023 to 47% in 2026. Stand still and you slide backward. Slow steaming has also already delivered about 30% of all post-1990 CO2 cuts, so the "lowest hanging fruit" is gone. Efficiency improved, but rising trade volume kept total emissions almost flat, which is why the IMO is shifting toward fuel switching and a carbon levy.

## Why a Stopgap

Not for lack of knowing the answer, but because of structural constraints. First, scarce capital: still bruised by Hanjin's 2017 collapse, Korea faces methanol ships costing 8 to 12% more and ammonia ships 15 to 20% more. Second, the shipper base: Maersk used ECO Delivery to make customers pay a green premium, while Korea's short-term freight competition leaves carriers holding the risk. Third, the infrastructure gap: with no alternative-fuel bunkering in Busan, Ulsan, or Gwangyang, HMM now refuels methanol in Shanghai.

## A Shrinking Reprieve

Korean Register's simulation shows that once a carbon levy takes hold, fossil-fueled ships' OPEX spikes to 60 to 80 dollars per GJ by 2050, while e-ammonia gets cheaper instead. At that point, cutting power to hold a grade becomes a bill, not an answer sheet. A stopgap only defers the real problem, and the time left to defer is shrinking every year.

## 첫 번째 답안: 느리게 가기

EEXI와 CII 앞에서 한국 선사가 택한 건 감속 운항(슬로우 스티밍)과 엔진·축 출력 제한(EPL·ShaPoLi)이었다. 엔진 힘을 줄이면 연료와 배출이 줄어 새 배 없이도 기준을 맞춘다. 한국선급 분석에서 같은 배의 속도를 6.6%만 줄여도 CO2는 13.4% 줄고 CII는 11.1% 개선됐다. 자본 없이 통과선을 넘는, 단기적으론 매우 매력적인 답이었다.

## 답안지를 고쳐 쓰는 데도 한계가 있다

그러나 배가 느려지면 정시성이 무너진다. 글로벌 컨테이너선 정시 도착률은 2019년 약 80%에서 2024년 50~55%로 추락했다. CII 첫 등급에서도 2만4653척 중 약 22%가 이미 통과선 아래였고, 클락슨 전망상 D·E 비중은 2023년 32%에서 2026년 47%로 는다. 가만히 있으면 후퇴하는 구조다. 게다가 슬로우 스티밍은 1990년 이후 감축의 약 30%를 이미 써버려 '가장 따기 쉬운 열매'는 동났다. 효율은 좋아졌지만 물동량이 늘어 총배출은 거의 안 줄었고, 그래서 IMO는 연료 전환과 탄소 부담금으로 옮겨가고 있다.

## 왜 임시방편이었나

정답을 몰라서가 아니라 구조적 제약 탓이다. 첫째 자본 부족, 2017년 한진해운 파산 충격에 메탄올선은 8~12%, 암모니아선은 15~20% 더 비싸다. 둘째 화주 구조, 머스크는 에코 딜리버리로 화주가 친환경 프리미엄을 부담하게 했지만 한국은 단기 운임 경쟁 중심이라 위험을 선사가 떠안는다. 셋째 인프라 공백, 부산·울산·광양 어디에도 대체연료 벙커링이 없어 HMM은 상하이에서 메탄올을 채운다.

## 줄어드는 유예

한국선급 시뮬레이션상 탄소 부담금이 본격화되면 화석연료선 OPEX는 2050년 GJ당 60~80달러로 치솟고, e-암모니아는 오히려 싸진다. 그때 출력을 더 줄이는 방식은 답안지가 아니라 비용 청구서가 된다. 임시방편은 본질을 미루는 일일 뿐, 미룰 시간은 매년 줄고 있다.

## Shipping's Invisible Emissions

International shipping carries over 80% of world trade, yet its 2025 emissions of 983 million tonnes (ninth-largest if it were a country) sat outside the Paris Agreement as a mere "memo," so cuts came slowly. The reason: ships cross territorial and international waters, blurring which nation owns the emissions. Even across OECD economies, energy and industry emissions fall steadily while shipping holds flat or edges up.

## EEXI and CII

The issue falls under the International Maritime Organization (IMO). The IMO introduced a newbuilding efficiency rule (EEDI) in 2011, but with ships sailing 25 years or more, fleet turnover was slow. So after setting reduction targets in 2018, it extended regulation to existing ships in 2021, creating EEXI and CII, in force from 2023. That same year the IMO adopted net-zero by 2050 (at least 20% by 2030, 70% by 2040).

EEXI is a ship's "certified" economy, CII its "real-world" economy. EEXI regulates the design emissions of ships of 400 GT and up as a floor; fail it, and a ship cannot get its efficiency certificate and may be barred from sailing. CII grades ships of 5,000 GT and up from A to E on a full year's actual emissions, with the bar tightening yearly; three straight years at D, or a single E, can trigger operating limits.

## The Limits, and the Real Wave

Both metrics have loopholes. EEXI can be met on paper through slow steaming, CII by lengthening voyages via detours. So the IMO turned to economic tools: charge fossil fuel use and channel the proceeds into costlier green fuels (the Net-Zero Framework). But the Trump administration attacked it as a carbon tax, the talks adjourned last year, and they resume at a critical ES.2 in December.

Even so, the direction is hard to reverse. The EU already enforces FuelEU Maritime, and global shippers are demanding low-carbon fuel. EEXI and CII are only the starting line; a carrier that settles for stopgaps will be swept away by the far larger wave of transition now coming. Is Korean shipping preparing for fuel switching and supply-chain reshaping?

지난 편까지 한국 해운의 역사와 흐름을 짚었다. 이번 편은 그 변화를 강제하는 탈탄소 규제를 본다.

## 투명인간이던 해운 배출

국제 해운은 세계 물동량의 80% 이상을 나르지만, 2025년 배출량 9억8300만t(국가라면 9위 배출국)이 파리협정 밖 '메모'로만 취급돼 감축이 더뎠다. 영해와 공해를 넘나들어 배출 책임을 어느 나라에 물을지 모호한 탓이다. OECD에서도 에너지·산업 배출은 꾸준히 줄지만 해운은 제자리거나 소폭 증가다.

## EEXI와 CII

이 문제는 국제해사기구(IMO) 아래 놓인다. IMO는 2011년 신조선 연비규제(EEDI)를 도입했지만, 한 번 지으면 25년 넘게 쓰는 선박 특성상 세대교체가 느렸다. 이에 2018년 감축 목표를 세우고, 2021년 현존선까지 규제를 넓혀 EEXI와 CII를 만들어 2023년부터 시행했다. 같은 해 IMO는 2050년 넷제로(2030년 최소 20%, 2040년 70% 감축)도 채택했다.

EEXI는 '공인연비', CII는 '실주행연비'다. EEXI는 400t급 이상 선박의 설계 배출을 하한선으로 규제하며, 미달 시 효율증서를 받지 못해 운항이 막힐 수 있다. CII는 5000t급 이상이 1년 운항 실배출로 A~E 등급을 받되 기준이 매년 강화돼, 3년 연속 D나 E를 한 번이라도 받으면 운항이 제한될 수 있다.

## 한계, 그리고 진짜 파도

두 지표엔 허점이 있다. EEXI는 감속 운항으로, CII는 우회로로 운항거리를 늘려 '서류상' 기준을 맞출 수 있다. 결국 IMO는 화석연료에 비용을 매겨 비싼 친환경 연료를 지원하는 경제적 수단(넷제로 프레임워크)으로 향했지만, 미국 트럼프 행정부가 '탄소세'라며 반발해 지난해 휴회됐고 12월 ES.2에서 다시 고비를 맞는다.

그래도 방향은 되돌리기 어렵다. EU는 이미 FuelEU Maritime을 시행 중이고, 글로벌 화주도 저탄소 연료를 요구한다. EEXI와 CII는 출발점일 뿐, 임시방편에 머물면 곧 들이닥칠 진짜 전환의 파도에 휩쓸린다. 한국 선사는 연료 전환과 공급망 재편까지 준비하고 있을까.

The previous installments covered shipping terminology and the history of Korean shipping. This one asks why shipping is such a vast fossil-fuel industry, and where Korea stands amid the fuel transition that global carriers have already begun.

## Shipping Is a Fossil-Fuel Industry

The largest cargo aircraft in history, the Antonov AN-225 Mriya, could carry just 16 twenty-foot containers. A mainstay 15,000 TEU container ship, by contrast, hauls the equivalent of 938 Mriyas in a single voyage. Moving a vessel this massive takes staggering volumes of fuel.

According to IMO data, the world's ships burned 211 million tonnes of fuel in 2023. Of that, 93.52% was heavy fuel oil, light oil, or diesel, and for vessels calling at Korean ports the figure was 99.87% bunker C or diesel. Shipping, in short, is a vast fossil-fuel industry.

## But the Fuel Is Changing

The decarbonization wave spares no one, ships included. Alternative fuels already account for 6.48% of total fuel use. LNG dominates by far, though its share has slipped from 99.17% in 2019 to 94.50% in 2023. Biofuel is filling the gap, rising nearly sixfold from 67,000 tonnes in 2021 to 390,000 tonnes in 2023, and reportedly to 1.23 million tonnes in 2024.

Measured by ships, the trend is clearer still. Per DNV, 8.9% of the operating fleet (by gross tonnage) was capable of running on LNG, methanol, or ammonia as of last August. The newbuilding market leans even further: more than half of all new orders worldwide (51.1%) are alternative-fuel-capable. Investment premised on the next era has already begun.

## Where Korea Stands: Fifth Today, Ninth Tomorrow

According to the Korea Ocean Business Corporation's Maritime Supply Chain Diagnostic Report, 9.8% of Korea's fleet runs on green fuel, fifth in the world. Yet almost all of it is LNG carriers (95.76% by count, 99.51% by tonnage), leaving little fuel diversity.

The real test is the newbuilding order book that decides the future. France (97.6%), Singapore (56.96%), Japan (50.2%), and Taiwan (49.6%) have filled more than half their backlogs with next-generation vessels. Korea, by contrast, has just 2.89 million of 11.87 million DWT (24.4%), barely tenth place. China holds a similar share but seven times the absolute tonnage. On this trajectory, Korea's green-fleet ranking slips from fifth to ninth.

## Policy Success, Market Failure

Under the Eco-Friendly Ship Act, the government subsidizes up to 10% of a newbuilding's construction cost, scaled to its carbon savings. The programme has hit 100% budget execution every year since 2022 and exceeded its vessel targets, with the 2026 budget up 69.2% to 39 billion won.

Here the contradiction begins. The budget is fully spent and targets are beaten, yet Korea's green order backlog keeps withering in the global market. This paradox, where "policy success" and "market failure" coexist, is taken apart in Part 3.

지난 편들에서 해운 용어와 한국 해운의 역사를 짚었다. 이번 편에선 해운이 왜 거대한 화석연료 산업인지, 그리고 글로벌 선사들이 시작한 연료 전환의 한복판에서 한국이 어디쯤 서 있는지 살펴본다.

## 해운은 화석연료 산업이다

인류 역사상 가장 큰 화물기 안토노프 AN-225 므리야가 실을 수 있는 20피트 컨테이너는 16대뿐이다. 반면 주력 컨테이너선인 1만5000TEU급은 므리야 938대 분량을 한 번에 나른다. 이 육중한 배를 움직이려면 막대한 연료가 든다.

IMO 집계에 따르면 2023년 전 세계 선박은 2억1100만t의 연료를 썼다. 이 중 93.52%가 중유·경질유·디젤이었고, 한국을 드나드는 선박은 99.87%가 중유나 디젤을 썼다. 즉, 해운은 거대한 화석연료 산업이다.

## 그러나 연료가 바뀌고 있다

탈탄소 흐름은 선박도 비껴가지 못한다. 전체 연료의 6.48%가 이미 차세대·대체 연료다. 압도적 1위는 LNG지만, 그 비중은 2019년 99.17%에서 2023년 94.50%로 줄었다. 빈자리는 바이오연료가 채운다. 2021년 6만7000t에서 2023년 39만t으로 6배 가까이 늘었고, 2024년엔 123만t까지 늘어난 것으로 보인다.

선박 기준으로 보면 흐름이 더 분명하다. DNV 집계상 지난해 8월 기준 운항 선박의 8.9%(총톤수)가 LNG·메탄올·암모니아 운항이 가능한 선박이다. 신조 발주 시장에선 비중이 더 높아, 전 세계 신규 발주의 절반 이상(51.1%)이 대체연료 운항 가능 선박이다. 다음 시대를 전제한 투자가 이미 시작된 것이다.

## 한국의 현주소: 오늘은 5위, 내일은 9위

한국해양진흥공사 '대한민국 해상 공급망 진단 보고서'에 따르면 한국은 보유 선박의 9.8%가 친환경 연료선으로 세계 5위다. 그러나 대부분이 LNG선(척수 95.76%, 톤수 99.51%)이라 연료 다양성이 떨어진다.

문제는 미래를 가르는 신조 발주다. 프랑스(97.6%), 싱가포르(56.96%), 일본(50.2%), 대만(49.6%) 등은 발주 잔량의 절반 이상을 차세대 연료선으로 채웠다. 반면 한국은 1187만 DWT 중 289만 DWT(24.4%)에 그쳐 간신히 10위다. 같은 비중의 중국은 절대량이 7배에 달한다. 이대로면 한국의 친환경 선박 순위는 5위에서 9위로 밀려난다.

## 정책의 성공, 시장의 실패

정부는 친환경선박법에 따라 건조 보조금(탄소 저감 정도에 따라 건조가의 최대 10%)을 지원한다. 이 사업은 2022년 이후 매년 예산집행률 100%에 신조 목표 척수까지 초과 달성했고, 2026년 예산은 390억원으로 69.2% 늘었다.

여기서 모순이 시작된다. 예산은 100% 집행되고 목표도 초과 달성하는데, 왜 글로벌 시장에서 한국의 친환경 발주 잔량은 도태하고 있을까. '정책의 성공'과 '시장의 실패'가 공존하는 이 역설은 3부에서 본격적으로 파헤친다.

The third installment of the series examines how global shipping restructured through a decade of low freight rates and then pandemic-era profits — and how decarbonisation regulations are now reshaping competitive strategy.

## A Decade of Overcapacity (2010s)

After the 2008 financial crisis, the Baltic Dry Index — which had peaked at 11,793 before the crash — fell below 1,000 and stayed there for years. Container ships faced the same oversupply crisis: carriers ordered giant vessels to lower unit costs, but demand couldn't absorb the new capacity, sending freight rates into freefall.

## COVID-19 Windfall

The pandemic first disrupted ports and logistics, then triggered an unprecedented boom as US and European consumer spending surged. The Shanghai Containerized Freight Index (SCFI) rose several times above pre-pandemic levels. Global carriers posted record profits.

## The Alliance Shake-Up

The prolonged depression of the 2010s forced a wave of mergers and alliance restructuring driven by economies of scale. The 2M alliance (Maersk + MSC) was the defining partnership — until it wasn't. Post-pandemic, divergent strategies pulled the two apart: Maersk pursued integrated logistics (ports, warehouses, inland transport); MSC aggressively expanded its fleet to become the world's largest carrier. 2M formally dissolved in 2023.

From 2025, the industry settled into a new **3+1 structure**: Gemini Cooperation (Maersk + Hapag-Lloyd); Ocean Alliance; Premier Alliance (successor to THE Alliance, including HMM); and MSC operating independently.

## Decarbonisation as Strategic Variable

The 2023 IMO GHG Strategy raised the ambition: net-zero international shipping by around 2050, with intermediate targets of −20–30% by 2030 and −70–80% by 2040. The EU simultaneously brought shipping into its Emissions Trading System and launched FuelEU Maritime (2025), mandating a step-by-step reduction in fuel GHG intensity — 2% below baseline by 2025, 80% by 2050.

Gemini Cooperation's hub-and-spoke strategy — reducing port calls to concentrate on a small number of mega-hubs — is partly a decarbonisation play. Hapag-Lloyd states explicitly that precise scheduling cuts waiting time and therefore fuel burn. Maersk, which has publicly committed to net-zero by 2040, needs its own hub ports to be equipped with green bunker infrastructure.

## Vertical Integration and Port Control

Major carriers have extended their reach to terminal operations: Maersk/APM Terminals, MSC/TiL, CMA CGM/CMA Terminals. As GHG regulation tightens, terminal control is becoming a tool to manage scope-3 emissions, guarantee green fuel supply chains, and offer shore-power (AMP) to docked vessels. Large shippers — Apple, IKEA, Amazon — are increasingly scrutinising the carbon footprint of their sea freight, accelerating this integration trend.

## 2010년대: 공급 과잉의 긴 터널

금융위기 이후 누적된 선복 과잉, 초대형선 발주 경쟁, 물동량 둔화가 겹치며 저운임·저수익이 계속됐다. 벌크선 운임지수(BDI)는 금융위기 직전 1만1793까지 치솟았다가 2010년 이후 1000 밑으로 떨어졌다. 컨테이너선도 공급 과잉이 계속되면서 운임이 급락했다.

## 코로나19 팬데믹: 유례없는 호황

초기에는 항만 봉쇄와 물류 차질로 혼란이 발생했지만, 이후 미국·유럽 소비가 폭증하면서 해상운임이 사상 최고 수준까지 치솟았다. 글로벌 선사들은 천문학적인 이익을 기록했다.

## 얼라이언스 재편: 3+1 구조

2010년대 긴 불황을 거치며 글로벌 해운업계는 거대한 재편에 들어간다. 머스크와 MSC의 2M 얼라이언스는 2023년 해체를 발표했다. 2025년부터는 '3+1' 구조로 재편됐다: **제미니**(머스크+하팍로이드), **오션 얼라이언스**, **프리미어 얼라이언스**(HMM 포함), **MSC** 독자 노선.

## 탈탄소라는 파도

2023년 IMO는 '2050년 전후 국제해운 탄소중립(net-zero)'을 공식 목표로 제시했다. 2030년 최소 20%(가능하면 30%) 감축, 2040년 70%(가능하면 80%) 감축이라는 중간 목표도 설정했다. EU는 해운을 EU-ETS에 편입하고, 2025년부터 FuelEU Maritime을 시행해 유럽 항만 드나드는 선박의 연료 온실가스 집약도를 단계적으로 낮추도록 하고 있다.

제미니의 허브 앤 스포크 전략은 기항지를 줄이고 핵심 허브항만을 중심으로 네트워크를 재설계한다. 이는 단순한 운영 효율화를 넘어, 제한된 친환경 연료 인프라 내에서 운영 효율을 극대화하려는 탈탄소 전략이기도 하다.

머스크·MSC·CMA CGM 등 주요 선사들은 항만 터미널 운영까지 직접 확대하며 수직적 통합을 강화하고 있다. 탈탄소 규제가 강화되면서 친환경 선박 연료를 제공할 수 있는 항만 통제력이 새로운 경쟁 변수로 부상했다.

The second installment of the series traces how Korea built — and then partially lost — its maritime powerhouse status over seventy years.

## Origins: Ships Salvaged from the Sea

Korean shipping began with vessels literally recovered from the ocean floor. At the end of the Pacific War (1944–45), US forces seeded Korea's coastal waters with tens of thousands of mines to sink Japanese merchant ships. Korea's first trade vessel under the national flag, the *Aengdo* (2,200 GRT), launched in February 1948, was one of those salvaged Japanese freighters.

## State-Led Growth (1960s–70s)

The 1967 Shipping Promotion Act codified government support for fleet expansion. By 1979, Korea's merchant fleet had grown from 96 vessels (763,000 GT) in 1970 to 512 vessels (4.67 million GT) — a sixfold increase in nine years driven by export-led economic development.

## Restructuring (1980s)

The second oil shock (1979) and chronic over-investment sent the industry into crisis. A 1982 operating deficit of KRW 102.4 billion forced the government to consolidate dozens of carriers into 20 companies under the 1984 Shipping Industry Rationalisation Plan.

## The Hanjin Shipping Collapse

Hanjin Shipping, once ranked fifth in the world, went bankrupt in 2016. The causes: excessive charter contracts taken out in the boom, a race to operate ever-larger vessels, a brutal freight-rate price war, and management failure. Its collapse showed that even world-class carriers can disintegrate rapidly when external shocks meet structural fragility.

The forces that sank Hanjin — fleet gigantism and the chicken-game of freight rates — are still fully active today, now joined by a new challenge: the decarbonisation transition.

## Korea's Current Standing

In 2024, Korean shipping service exports totalled USD 30.85 billion (approximately KRW 46 trillion) — large enough to rank fourth in Korea's export mix if counted alongside goods, ahead of shipbuilding.

Yet Korea's fleet growth has trailed peers badly. Taiwan grew its capacity 77.7% in a decade; Japan 32.8%; Korea just 2.2%. The average Korean vessel is six years older than its Japanese equivalent and seven years older than a Chinese one.

2024년 한국 해운서비스 수출액(해상운송수입)은 308억5000만 달러(약 46조원)였다. 같은 해 한국의 수출품목 순위는 반도체-자동차-석유제품-선박 해양구조물 및 부품(조선)-합성수지의 순이었는데, 해운서비스를 상품 수출 순위에 끼워넣는다면, 조선을 밀어내고 4위에 들 수 있는 규모다.

## 태동기: 바다에서 건져올린 배

한국의 조선·해운업은 좌초된 선박을 끌어올려 수리하는 것에서 시작됐다. 태평양 전쟁 말기 미군은 일본 상선을 침몰시키기 위해 한반도 인근 해역에 수만 개의 기뢰를 살포했다. 1948년 2월 태극기를 단 최초의 무역선 앵도호(2200t)도 바다에서 건져 올린 일본 화물선이었다.

## 육성기·성장기 (1960~70년대)

1967년 해운진흥법이 제정됐고, 1970년 96척(76만3000G/T)이었던 한국 상선대 규모는 1979년 512척(467만1000G/T)으로 비약적으로 늘어났다.

## 구조조정 (1980년대)

제2차 오일쇼크와 과잉투자의 후유증으로 1982년 운항수지 1024억원의 적자를 기록했다. 정부는 1984년 해운사를 20개로 통폐합했다.

## 끝내 좌초한 한진해운

세계 5위까지 도약했던 한진해운은 2016년 파산했다. 원인은 ①과도한 용선계약 ②선박대형화 경쟁 ③치킨게임 ④경영진 실정이었다. 한진해운 파산은 단순히 한 기업의 실패가 아니다. 세계 5위 기업도 외부 환경 변화와 구조적 취약성이 겹치면 순식간에 무너질 수 있음을 보여주는 상징적 사건이다.

문제는, 한진해운을 무너뜨린 선박 대형화와 치킨게임 파고가 지금도 현재진행형이라는 것이다. 여기에 탈탄소 전환이라는 새로운 과제까지 더해졌다.

The opening installment of the 13-part series *Decarbonization Journey: Shaking Korean Shipping*, co-produced by ClimateInFact and PLANiT, lays out the foundational concepts anyone needs to understand the debate.

## Shipping vs Shipbuilding

These two industries are frequently confused. **Shipbuilding** (조선) is the design and manufacture of vessels — think Boeing or Airbus, but for ships. **Shipping** (해운) is the operation of those vessels to transport passengers and cargo — think Korean Air or Delta, but on the sea.

Korea excels at the former. Its shipbuilders produce the world's most advanced eco-friendly vessels. The problem: most of those vessels are owned by foreign carriers. The best Korean-built ships arrive at Korean ports flying foreign flags and compete against Korea's own, ageing fleet.

## Why Shipping Matters

Sea freight carries more than 80% of global trade by volume and over 99% of Korea's imports and exports. Every item of daily life — food, clothing, electronics, raw materials, the coal and gas that generate electricity — arrives by sea.

## Key Terms Explained

- **TEU / DWT / CBM / CEU** — unit measures for container ships, bulk/tanker vessels, gas carriers, and car carriers respectively
- **BDI (Baltic Dry Index)** — leading economic indicator tracking bulk freight rates
- **Shipping alliances** — partnerships where carriers share routes, vessels, and ports to expand network coverage (one carrier serving 50 ports weekly can reach 150 ports three times weekly through two alliance partners)
- **IMO** — the UN agency setting international ship safety and emissions standards; currently enforcing EEXI and CII regulations and targeting net-zero international shipping by 2050
- **Alternative fuels** — ammonia, hydrogen, biofuels, green methanol; LNG serves as a transitional fuel but is still a fossil fuel

## Korea's Competitive Position

Over the past decade Korea's fleet capacity grew just 2.2% — versus 77.7% for Taiwan and 32.8% for Japan over the same period. The average age of Korea's fleet is six years older than Japan's and seven years older than China's. This structural gap is the context for the entire series.

오늘날 우리의 삶은 해운을 빼놓고 유지되기 어렵다. 해운은 가장 오래된 물류 수단이자, 지금도 세계 교역 물량의 80% 이상, 한국 수출입 물량의 99% 이상을 담당한다. 우리 의식주와 관련된 거의 모든 품목 즉, 농축수산물과 의류, 생활용품, IT기기는 물론 원유, 가스, 철강 등 각종 원자재, 나아가 전기를 만드는 연료(석탄, 가스, 우라늄)도 해상으로 수송된다.

이 중요한 산업에서 한국은 '해운 강국'이란 수식어가 어울리게끔 존재감을 키우던 때가 있었다. 지금도 변방으로 밀려난 것은 아니지만, 빠르게 변하는 글로벌 공급망 환경에서 점점 경쟁력을 잃을 지 모른다는 우려가 나온다. 특히 탈탄소 전환이라는 새로운 경쟁 변수까지 더해진 상황에서 한국의 더딘 대응이 이런 우려를 증폭시키고 있다.

플랜잇 지혜련 수석연구원은 현재 우리 해운이 처한 상황을 이렇게 요약한다: "한국의 조선 기술은 최고다. 조선은 수출한다. 한국은 세계에서 가장 앞선 친환경 선박을 만든다. 그런데 그 배들의 대부분은 우리 것이 아니다. 한국이 만든 최첨단 친환경 선박은 외국 해운사가 소유하고, 그들의 선박이 한국 항만에 기항해 늙어가는 한국 선박과 경쟁한다."

지난 10년간 한국 해운의 선복량 증가율은 2.2%다. 같은 기간 대만은 77.7%, 일본은 32.8% 성장했다. 한국 선대의 평균 나이는 일본보다 6년, 중국보다 7년 더 늙었다.

**⑤선박 종류:** 컨테이너선·벌크선·탱커선·가스운반선·자동차운반선 등.

**⑥차세대 연료:** 암모니아, 수소, 바이오연료, 그린메탄올. 당장은 전환기 연료로 LNG를 사용하지만 LNG도 화석연료다.

**⑦IMO:** 유엔 산하 전문 기구로, 2050년 국제 해운 탄소중립을 목표로 EEXI·CII 규제를 시행 중이다.
